I have a pair of 1.5 inch inseam shorts and when I run they chafe my crotch area what should I do without changing the length of the shorts?

Thanks for your question about thigh chafing.
You mention that these shorts cause the chafing, but that you can't change the length of the shorts. Not sure if this is a uniform thing or something, but one of the first things I would do is look at different running shorts.

If the shorts need to stay the same, I would look into some anti-chafing products. A product many people have success with is BodyGlide
This provides a layer of protection on your thighs.
It is also a pretty good remedy against nipple chafing
