Of course you are welcome to choose whichever apparel you want to, e.g. if it's a bit cold for you, you could opt for a pair of tights or a long sleeve shirt.
Keep in mind that after only five minutes of easy running your body will warm up. Even when it is quite a bit colder than 60 degrees I would go out in just short-sleeve shirt and shorts.
After a few initial cold minutes I'd be warm enough for the rest of the workout.
